1974 Johnson 85 hp. Carbs are leaking out the front side. After I run it there will be a puddle of oil under carbs with no signs of leaking from the out sides of carb. What do I need to do to fix. Do they need a full over hall.

If the carburetors are leaking from anywhere, either the float level is wrong or the float needle valve is worn.

(Carburetor Float Setting)
(J. Reeves)

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.

When trimmed up, the floats are of course off level. Nothing you can do about that except make sure the face plate gaskets are in good condition.

Is there supposed to be a air filter with outboard motors

Not a filter as one thinks of a filter.... just a covering.

No air filter, there isn't clouds of dust on water. Your carb's should just have an air box that has a gasket against the carb throats. I think it's a 2 piece air box that should also have a gasket between the 2 pieces. Yours is probably a nice aluminum one too, not plastic like that of the later 70's. At the bottom backside of the air box is a nipple where a hose fits that runs into the crankcase. If none of that is there then there is no way for you to keep the fuel from leaking out and making a mess under the carbs when you tilt the motor up.
