1974 mercruiser sterndrive water pump

I replaced the upper and lower water pump housings, gaskets and impeller, put the lower half of the sterndrive in a tub of water, turned the drive shaft to see if the pump would pump water out the water tube hole, no water was being pumped, and bubbles was comming out the intake fins, any one know what went wrong?

I am not sure that is a real test, as you cannot turn the driveshaft fast enough. Install the drive and test it on the flusher device or in the lake.
