1975 70h Johnson full throttle issues

This is my first time posting on a forum.

I recently purchased a 1975 boat with a 70h Johnson the following is what I have done and repairs and the result of the repairs any help would be greatly appreciated

First time taking the boat out after purchase ran great on head phone at home.
1) Put in the water and kept stalling wouldn't restart almost had to paddle to shore. looked over fuel lines had problems with the main fuel hose and ball. replaced fuel line and cleaned all filters(tank and pump) ran better at home took to lake less stalling but no top end power would go slightly over idle and put around lake with no problem.

2)Removed silencer and cover plate and purchased and installed carb kits and replaced all fuel lines. on head phones after rebuilding carbs ran much better took to lake same issues

3) found no spark in cylinder #3 found bad plug replaced all 3 plugs compression tested motor 126 in #1, 125 in #2 and 126 in #3 . took to the lake and had a much better time. was able to get boat onto plane with lots of coaxing,(no motor cover and removed sliencer box). seems to be flooding its self at full throttle either not getting enough air or too much fuel. put silencer box and motor cover on and it will stall or run like crap. and does not have enough power to get onto plane.

I am now at a loss as to what my next steps should be my carburetors do not have needle valves for any adjustment and to my knowledge that is only for idle which my motor does fine. What can i do to restrict the amount of fuel while at full throttle?

or do i have another issue? any help would be appreciated
