1975 70hp Evinrude Model 70573B Carb Position Question

Ok, so I picked up this engine that has sat for who no hows long but previous owner said 10+ years. Question I have is about the position of the three carbs on the intake manifold. Currently the fuel supply line from the fuel pump goes to one main carb and then by vacuum I assume it is drawn to the other two. Well the carb that the main fuel supply goes to is located on the top cylinder but every other set up I look at on line has this main carb located in the middle. Does this matter? Motor runs well but there is an annoying hesitation from time to time.

So far carbs have been cleaned, rebuilt, new power pack, (1) new coil, new fuel pump, new spark plugs, new water pump, Timing is set, compression is basically 117, 119, 120 and Leak Down Test was #1 -12%, #2 - 6%, #3 - 6%.

The fuel is pumped to all 3 carburetors.-----One carburetor has the bits on it to open the other 2.-----So your carburetors are OK as par as position is concerned.------Your compression numbers are a bit low if your gauge reads properly..-----There may be modifications per service bulletin to address the hesitation.
