1975 Eninrude 115 Tilt and Trim problem

My tilt and trim work fine when i'm sitting still but when its under a load (going do the river) it will not trim up or down.
Also when I tilt it up it leaks back down slowly.
I have checked the fluid and its fine.
Any ideas?

If that's the old style that has dual lift rams located outside of the transom brackets, that problem is usually caused by what is normally called a stand up valve.

The male portion of the stand up valve would be located at the bottom of the starboard lift tube (screws in), with the female portion in the upper piston, retained by a snap ring.

what does it take to fix this or does it have to be replaced?
