1975 evinrude 115 - help????

Ok, here it is, have a 115 evinrude that ran last year. This spring wouldn't start, changed the starter,battery cables, but the starter won't turn fast enough to start the
motor. It turns over slowly and then stops ocaissionally with the starter pinion still
engaged on the flywheel. Changed the solenoid this morning and nothing worked(no power anywhere),could be defective. Put the original solenoid back on, and it wants to turn over,but not enough power. Also the batteries (2 of them are brand new), so it's not the batteries. Would the switch in the control box give me a intermittent signal.Checked all the other wiring and all is good.
Stumped----really stumped

Have you checked the voltage at the starter before turning the key and during turning the key?

The bolts holding the starter to the block is the ground for the starter are they tight and clean and making good contact with the engine?

Ok,so this morning disconnected all leads for the starting system from starter and ground annd jumped the starter with battery cables.
The starter spins counter clockwise, pinion shaft and all and doesn't engage flywheel. Does this mean a defective starter.

35 Year old starter. If original the first thing I would check for is worn brushes in the starter.

The problem is that this is happening to a brand new starter. the original is dead

Did the new starter come with the pinion? If pinion bendix is greasy/dirty it can spin fast enough but not free to jump up to flywheel.
