Hello there
I have just purchased a 1975 Evinrude 115 HP that is
in great shape and runs well. I want to change the water
pump impeller just to be on the safe side. Could someone tell me where the connecting bolt is that releases the shift rod, so I can drop the foot.

You need to loosen the screw that forms the fulcrum of the bellcrank, then spread the fingers to release the pin. It is located below the carburetors and accessed from the starboard side.

Follow the shift cable to the engine's shift linkage. Notice the two identical levers attached to the powerhead just in back of he lowr carburetor?

Remove the 3/8" hex nut on the outer portion of it, then the large (either 5/8" or 3/4" shoulder bolt from the center portion of it. Now remove those two levers from the top barrel portion of the shift lever. That's it.

When reassembling, make sure that the barrel portion contains the nylon bushing. If no bushing, there is no way you'll be able to adjust the shift properly.
