Ok, here it is. 1975 Evinrude 115 would not turn over fast enough to start motor.
Have changed and verified the starter, new solenoid, new battery cables and battery, and still will not turn the motor over fast enough to start. Connections are all clean.
Only issue is now when I try to start it the positive battery cable gets very warm.
Experience tells me that there is a major short somewhere but where.
Stumped!!!!!

I would think you have a starter problem yet, it sounds like it is drawing to many amps if the pos cable is heating up. Could be a wiring problem, or just a bad starter. If your positive the starter and wiring is good, then I would remove all the spark plugs, and see if you can turn the motor over by hand, it should spin free, if not then there may be a internal issue.

I'd double check the gauge on the starter cables to the battery/solenoid. That starter will draw huge (80) amps when cranked. Normally the cables should not heat up-if they are a heavy gauge wire. The fact that they are heating up may indicate that they are not heavy enough. If that is really the case, they may not flow enough current to run the starter properly. Wire gauges can vary significantly from a 25 to a 115 hp engine. Normally battery cables for a V4 or V6 up to 10 feet have to be at least 4 gauge wire. If your cables are longer than 10', they need to be larger and have no splices.

Ok, Removed the plugs and I can barely turn the motor over by hand but it cranks over full speed with battery. Checked to see if all pistons are travelling normally. They seem to be all moving when they are supposed to.
How do I find out whats going on inside without tearing the block down

It will be hard to turn by hand but if the starter spins it easily with the plugs out and doesn't with the plugs in I would suspect a weak starter. You said you check it and verified it. Was it verified by a shop that can test that is really turning as strong as it should?

I verified the starter this morning again and have the same problem.
The problem I see is that the motor is tight, meaning now I need a wrench on the flywhheel nut to turn it over by hand without the plugs. the pistons are all moving,
but the motor is hard to turn over. what could cause this? , rings, bearings.

Remove the lower unit and try again. That will verify or eliminate a lower unit issue.
