1975 Johnson 70esl75e manual tilt stuck

Hi all,
I have a 'vintage' johnson 70 up motor. Tried tilting the motor up to replace the water pump but it won't budge at all. The motor is currently in 'run'. Ended up having to remove the motor from the transom in order to pull the lower unit.

Anyhow...trying to figure out what is going on with the tilt mechanism. The tilt release lever appears to be working fine, (locks and unlocks from pin). Can the dampers/tilt assist be stuck? FYI I have literally no movement when trying to tilt.

Can I drill into the cylinders and poor some krill oil? Or possibly cut them at the base?

Is the shifter in neutral? Not sure about your motor but don't go drilling anything until some of the gurus chime in. Good luck

Is this a salt water motor ??

Yep saltwater motor. Motor is also in neutral. Removed the tilt tube, sprayed penetrant onto the dampers....
