1975 mercury 9.8 110 ... few questions

Hey I just had a friend of mine put a new float, needle and gaskets into the carb of a used motor that I bought. I know nothing about outboards as its my first and neither does he really, but he does know engines and carbs. After he rebuilt it, I changed the oil in the lower end, changed the spark plugs, checked the compression and spark and re lubed and oiled everything as to the specs from a cd manual that I purchased. We used the bulb to prime the carb and gas poured from the bottom of the carb :/ Neither of us thought a the time it was right but first pull she fired up right away but then after about 4 secs died unless you keep pumping the bulb. So I looked around online to try and figure out if anyone else has had this problem and from what I gander I think it either has something to do with the float or the needle in the wrong position. We popped the carb out and there seem to be two holes on the bottom of the carb that arn't obstructed by any part of the carb or gaskets. So Kinda confused. The manual is also not that use full as I can't seem to figure out which carb in the manual is the same as mine (Mines a tillotson) or figure out the specs for float height and yada yada. Any help would be fantastic. My first little bundle of joy is on the way and I'd like to get the motor working before he comes :)

Clean that bad puppy up before doing any more carb work on it. One little speck is all it takes to hose your best efforts. Clean all the rust off of the carb for starters. Tear the whole thing down again and order the rebuild kit for the carb and the fuel pump. Looks to me like your in need of those at the least. Not trying to offend, just trying to keep you from making my mistakes..
Once you get the new float and needle, they should be very close to speck for float height. I think your problem is else where, not in your float setting.
