Sounds like time for new seals, won't last long with water getting in. Better check the lift clutch pack also. Had my seals replaced last year. Lower was $150.00, upper was $190.00. Be sure to have it pressure tested.

There's a whole kit of seals for both the upper & lower gear cases. It's not just a single seal.

Upper: http://www.iboats.com/Upper-Unit-Se...2765820--**********.466484748--view_id.173090

Lower: http://www.iboats.com/Lower-Unit-Se...2765820--**********.466484748--view_id.173084

Clutch Housing: http://www.iboats.com/OMC-Sterndriv...2765820--**********.466484748--view_id.269148

If you need to replace the tilt clutch shaft seals, you'll probably have to get the intermediate housing seal kit (http://www.iboats.com/OMC-Sterndriv...2765820--**********.466484748--view_id.270446).

Double-check those items and make sure they're the right ones for your setup.

Oh, and when you're done, pressure-test both gear cases to make sure they're done right. If you have water in there you may have other problems like bent shafts, worn out bearings, etc.

There's some really thin shims in there too you'll have to be careful with. If you bend them, they're shot & you need special tools to measure for new shims.
