1975 or 76 70 Evinrude outboard starter question

OK.... So when I go to start the motor I hear a click and the starter will turn very very very slowly. It will not even come close to popping up and engaging the motor..

I checked the power to the solenoid and am getting 12 volts.

I disconnected the started and when turning the key to start am getting 12 volts to the supply wire to the starter. (I did this by using the meter to the wire to the starter and to the negative wire to motor from battery)

When the starter is connected I am getting almost no volts to the starter from the solenoid (using same measuring as above)

I took the starter off and used jumper cables from the battery to the positive post and hooked the negative up to the bracket to mount to the motor (no negative post on starter) and the starter operates as it should.

So........ WTF!

Your trouble-shooting procedure is ideal... It indicates that most likely the cable terminals are either loose or tight but dirty. remove all cables related to the electric starting system, including the battery terminals, solenoid, ground... everything. Clean the terminals and whatever they attach to, then tighten them securely with a wrench or pliers. Let us know if that cures the problem. WYL !
