1976 115 Evinrude compression or not compression?

Just purchased a boat, motor, trailer combo and on it was a 115 hp Evinrude 1976. The problem described by the sellar was low compression. The symptoms were it would crank and would have to be put in gear and immediatly raise the rpms and it would run but would die at idle. He said it didnt seem to run at 100% but he could get the boat which is a 16' fiberglas bowrider up to around 40 mph. My questions is do these symptoms seem like a compression problem or just a fuel or fire issue?

Same issue with my 90 model ended up having stuck rings that broke and scored the cylinder wall. I thought it just need spark plugs when I bought it, but boy was I wrong! Did a compression check after tearin the carbs apart and 3 cylders were 100psi and one 50psi. So now imin the process of rebuilding myself. I'd check the compression it's the easiest to do of All and you will know right off where to start.
