1976 15hp evinrude water in cylinder

looking for some help

I am a diesel tech and know nothing much about outboards

i have a new to me boat trailer and motor combo I got for $1000
last time I was out it started acting funny so I went back to shore for the day found water in the cylinder so I did a head gasket no cracks in the cylinder wall checked the head for any warping no problems cleaned both surfaces and reinstalled still have water in the cylinders when I had the head off I could see water sitting in the exhaust side inside the block

motor is a 15604a evinrude

any ideas?

Pin hole in exhaust baffle plate #24 or leaking gaskets 25

I vote for the leaking gaskets. Seen it before.
