1976 20 hp Mercury recoil problems

When I assemble starter assembly and tighten down. The rope is hard to pull and does not <br />recoil unless I loosen nut and then it doesn't work right at all. Could my wave-starter <br />sheave tension washer be bad? And not giving me the right clearance?<br /><br /> <br /> thanks Barney LeJeune
