1976 200 (20hp) mercury outboard electrical issue

I have a 1976 20hp mercury I have a few different things going on... I just replaced the powerhead with another one and i'm having trouble getting it started. This outboard has been sitting for 8yrs now so I'm sure the carb could use a rebuild. However beyond that, while pulling it over my other hand is on the top cowl assembly feeling voltage?.. I had this outboard crank over for a second or two, released the pull cord which had a metal handle on it, and got zapped on the top cowl assembly. qucikly released my hand and went for the throttle and got zapped on the steering arm! did I misplace two wires while re hooking up the switch box assembly? or do have a bad electrical component?

maybe the coils are shorting out some where?

if not I have a wiring diagram for the engine if needed...
