1976 25 HP Evinrude no power

Got an 76 25 HP evinrude with no power when I put it in water when trying to go. It has power out of water but no power in water. Idk what the problem is done replaced coil packs & spark plugs, carb is clean, done checked full pump, all I can think is the stator might not be doing right. When I try to go it dies down & it like jerks allot like it misfiring but I need some pointers before I spend any more money. Done rebuilt the entire foot so I know it not trying to cease up. But if any body can help me it will be kind. I'm tyring to learn about marine motors. But thinks for any advice. its Tyler by the way.

Has no power out of the water either. It has no load and is running on one cylinder, pretending to make power. Find out which cylinder is dead, then find out why. Could be ignition, reeds, leaking gasket, head gasket, etc.

Do a compression test and tell us what you find.

What if the compression is ok I checked it the other day. Could it be the stroter under fly wheel.

Stator is unlikely, but possible. More likely one (or both) coil has failed.

The problem is that both coil packs are new. So I hope that is not the problem. I'll check the compression again it ran good for about 2 hrs in a pond but then it just got weak then started jerking real hard. Thought the points done filed down BC the oil was to rich but I checked the plugs and they was wet. They don't suppose to be wet like it wasn't fireing
