Serious fuel delivery problem, dirty carburetor, running on one cylinder, worn out motor. Any one or more of the above. Start with a compression check. Has the motor ever been overheated? That was a big problem with the '76 models. In fact, they were a "lemon". If it has been overheated, that explains all your grief.

oh yea it has a red fuel filter on it right befor the fuel pump an the fuel pump filter an it seems to be air coming out of it real slow i here it an there is no gas coming out but could that air do that an to see if it has spark on both clynder by taking one plug wire off at a time an see if it is that or is there another way i know they are both getting fire an like i said befor it revs high when it's not in ggear...it backfire to when im trying to crank it an i have went in the carb on it was pretty clean the welch plugs look to be new the jets looked clean but what is behind the welch plug could this make it not run

If you are for sure that the compression is good and that you have no lines leaking then the problem has to be in the carbs or fuel pump.

You can perform a spark check by grounding the plug to the head and turning the motor over or buy a spark tester and adjust the tester to see how much of a spark you are getting. You can find a spark tester in nearly any autoparts store.

I had a similar problem with a 85hp Evinrude, at one point you couldn't even put it in gear without stalling the motor. I rebuilt the carbs and did a link and sync on the carb linkage and now it runs like a champ. If you haven't rebuilt the carbs on this motor I would do that then with a manual in hand do a link and sync.

Is your oil to fuel ratio correct?

behind the top plug the are 2-3 small holes, that have to be clean, you can get to them from the motor side of the carb, http://forums.iboats.com/showthread.php?t=244013

clean and rebuild the carb, with kits. fix any air leaks in fuel lines.

have you done these adjustments to the carb.

(Carburetor Adjustment - Single S/S Adjustable Needle Valve)
(J. Reeves)

Initial setting is: Slow speed = seat gently, then open 1-1/2 turns.

Start engine and set the rpms to where it just stays running. In segments of 1/8 turns, start to turn the S/S needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Lower the rpms again to where the engine will just stay running.

Eventually you'll hit the point where the engine wants to die out or it will spit back (sounds like a mild backfire). At that point, back out the valve 1/4 turn. Within that 1/4 turn, you'll find the smoothest slow speed setting.

Note: As a final double check setting of the slow speed valve(s), if the engine has more than one carburetor, do not attempt to gradually adjust all of the valves/carburetors at the same time. Do one at a time until you hit the above response (die out or spit back), then go on to the next valve/carburetor. It may be necessary to back out "all" of the slow speed adjustable needle valves 1/8 turn before doing this final adjustment due to the fact that one of the valves might be initially set ever so slightly lean.

When you have finished the above adjustment, you will have no reason to move them again unless the carburetor fouls/gums up from sitting, in which case you would be required to remove, clean, and rebuild the carburetor anyway.
