I inherited from my brother in law who now is disabled for the last 20 years and that is when the engine was last used. We started it with 7 pulls and it was purring nicely and we quickly shut it down as no water was being pumped out. Now we are replacing the impeller but the screws are seized up and one broke off. I assume all will break off, My question is can they be tapped and new screws put in?

Of course they can, we did it every day in our salt-water area shop. BUT--it is an art and you are almost guaranteed to screw it up. Heli-Coils are your best friend in such situations.
