Posting a picture of what you want to do would make it a little easier to understand the problem. If you are trying to remove the steering rod from the engine, I found it helps if you can allow room to move the cable back from the engine. The rod may be gummed up from old hardened grease, so I found heating the casting a bit will soften the grease making it easier to slide out. Loosen any fittings on both ends of the shaft. If you can't move it back, try pushing it forward to be sure there is nothing else holding it up. Once you get it moving, and with enough clearance you should be able to pull it out. Again, having clearance for the cable to move will make the job much easier, so you may need to loosen the engine mounts. At least thats how it went on the mercury cable I did. Hope this helps.
