1976 fishmaster 16 rebuild project

Hi everyone, I just purchased a fishmaster 16 from a buddy who doesn't have any title or registration for Michigan boats. I took my bill of sale to the Secretary of States office and they wouldn't grant me a new title without a registration from him. They then asked for an ID number. I normally find them on the rear right side of the boat. But I cant find a hull ID number anywhere. All there is is a placard near the shift column describing the make, model and serial number of the boat. Stupid SOS wont give me ownership until the can at least trace the hull ID to find the last owner...any suggestions???

I don’t know if this will help, but I tore the deck out of my 17 foot blue fin boat and it has a hull ID on the outside rear right, and also the inside rear of the boat next to the knee brace. You can see the metal tag to the right of the brace in the pic. This is the only boat I’ve owned or worked on, so I’m not sure if it’s common to have a tag on the inside and outside. Does it have MC numbers on it?

Thanks man, I'll check the inside back transom area. And it does have MC number with an 03 sticker. But when I had SOS do a search on the MC number, they said they could find that number in the system. I need to go back and show them the picture I took that shows it has a 03 sticker right next to the MC number. but I still don't have any way to track the boat in the system and they won't issue me a title until I can show a registration or title of ownership from whom I bought it from. Fucking nightmare for sure right now.
