1976 Johnson 40 No start

Engine chugs once during startup attempt, then dies. Gas then runs out of front of carb. I have not had this motor running since doing a repair on the wiring harness, new coils, points, condensors and flywheel key. Any ideas?

Points must be set to .020 when fiber portion of points aligns with the flywheel key. S/Plugs should be Champion J6C, set to .030 . Flywheel nut must absolutely be torqued to 105 foot pounds to avoid shearing key.<br /><br />The carburetor obviously needs cleaning and rebuilding.
