1976 johnson 85 horse with no spark!

hello again everyone, been awhile since ive posted since my boat is now a yard ornament but this is for my brother in law who just bought a bass boat and we are trying to bring back to life a 76 Johnson 85 horse motor for it. today when I got off work I started messing with it for him. and ran into a spot where I'm scratching my head. so here is the issue...

​ I started the checking for spark at the plug. nothing so I back tracked to the coils I'm not getting no power to the coils from the power pack using my test light. so I checked the incoming power to the power pack.... all 3 wires 2 top left wires and one bottom left wire... they are pulsing like they are on a mission. then I checked the other 8 screws.... the 4 wires for sensors and 4 wires for the coils don't have any power. at least that's what my test light tells me. so my thought is bad power pack. I just want some input to make sure I tested it correctly and didn't over look something before I tell him to replace the power pack.

You are aware that this sytem does not use 12 volts from the battery to make the spark ?

hmmm..... totally spaced my mind, that could explain why the test light isn't showing nothing on it. what type of tester would I have to use to see if the power pack is sending out the pulses like it should?
