1976 mercury 200 20 hp no water from tell tale

I have a 1976 mercury 200 20 hp that i finally got running, everything is working good except I'm not getting any water out of the tell tale. I checked the water pump and tube, it looks good. So i hooked up the hose to the water tube and a little water came out of the tell tale but most of the water came out of a hole on the bottom of the block, I'm going to try to add pictures. I was wondering if anybody cold tell me what the hole is? I hope somebody can help thanks

Change to water pump impeller. Serial number? that shaft looks older than 1976

The shaft you see is the water tube. Serial # range 441****, model # 1200506E, water pump and everything is good, the majority of the water comes out of that hole, need to know what that hole is?

This is a close-up of the hole, the best picture i can get without tearing anything else apart, any ideas, thoughts or suggestions would be appreciated.

I think i found the problem, this washer was folded in half and stuck in the water pump housing at the bottom of the water tube bushing. I don't know where it came from? I now have water coming out of the tell tale with the ears on, so I'm gonna put it on the boat and try it!
