1977 Evinrude 115 starting issues

I have a 115 evinrude outboard that will not run in water. On the water it will turn over all day but never fire. When this is happening fuel starts to run out of the bottom of the carb when you stop turning the motor over. I have a pair of earmuffs if I start the motor dry and while its running turn the water on it will run smooth, however if I turn the motor off it will not start again with the water running. I have to turn off the water to the ear muffs and let it dry out for about 15 minutes for it to start again. I replaced all 4 spark plugs already to no success. Any advice is very much appreciated thanks.

Bring it over I can fix it !-------Do not run the motor with no water supplied to the pump.------Start with a compression test.----Post your numbers.----Next is a spark test.------With plugs out of the motor does spark jump a gap of 7/16" on a TEST DEVICE , yes or no ?-----Also if the starter is weak , battery is weak it may not spin fast enough to generate spark.-----All simple " no money spent " things to check out.
