1977 evinrude 70hp(70773) timer base question

I was on the CDI troubleshoot website and the OHMS resistance for the timer base was between 10-20. I used my multi meter with timer base wires disconnected and got 7. Im still waiting on my dva adapter but if the reading is that low can I automatically say that the timer base is bad without using the dva adapter. does the wires need to be attached to the power pack when testing?

My manual says it should read 8.5 ohm + /- 1 ohm.----what is your motor doing / not doing that leads you to suspect the timer base ??

no spark to the coils. replaced the power pack already with no results
