The vertical lever is the throttle/gear selector, the horizontal lever is a timing advance for starting/increasing RPM in neutral.

Also the key should push in which activates the choke but it is only on if the key is pushed in.

Every engine is a little different but you should put the timing advance about halfway up, push in and hold key, turn to hit starter holding the key in, as soon as it starts back off the timeing advance as it should be running a high rpm and release the key/choke, you may need to tap the key in a couple times to keep it going.

Try that and see how it works, getting a 2 stroke gong without choke is next to impossible and I think that is your problem.

5150abf his is not the single lever controller, it is the two lever. i have one in the shop now waiting on connector parts.

the shorter of the the levers is the gear shift, the longer is the throttle.

Yes, you need to advance the throttle as far as it will go, activate the choke.

read this.

the motor probably needs service, don't blow it up, do to a bad water pump.

Thanks for the info. This engine has a manual pull choke located on the engine and i noticed this morning when i pulled the engine cover off when i pull out the choke sometimes the choke doesnt close all the way. This might be some of the problem, also i never had a control box on a boat and didnt realize the gear shifter was a throttle also and the other lever was a advance for starting. Thanks guys for your help maybe i am on the right path now.
