1977 Johnson 65HP Carb problem

My engine hasn't been running when I put any kind of load on it, but runs fine out of water. I've pulled off the carbs and noticed that the very top carb didn't have a drop of fuel in it, the other 2 did. Could this be a fuel pump issue ? The lines are clear and all 3 carbs are cleaned and newly rebuilt. Thanks for any help with this...

Sounds like the top carb has the needle stuck and not letting fuel in. Take it off and check it. Make sure that float is set correctly.
