Hello,
Starting having issues today, suspect it is fuel related.
From cold, I can start the engine, idle for a few moments, put in fwd gear and run for 30 to 45 seconds then it just shuts down.
On restart It will run for 3 or 4 seconds and stall out.
I cant decide if it is starving or flooding. fuel is very fresh
I took out the filter and it is clear. Not sure where to go next. I don't know much about outboards
Any suggestions are welcome

Are you using a portable fuel tank with a vent? Make sure the vent is open and you might try cracking the filler cap open a little to see if it runs longer.

I confirm the vent is open on the portable tank. Will try with the cap cracked.
Another clue. In neutral, if I increase the throttle, it is very slow to respond. the engine stumbles a bit then very slowly revs up.

Try squeezing the bulb while it's stumbling. Possible fuel pump problem.

Check with squeezing the primer bulb as GA boater suggest then check the fuel pump diaphragm.
If all seams okey, then clean the carb.

Do a compression test.
Both plugs burning ok?
Linkage moving all the parts right?
Low comp on the cyl. that runs the pump can affect it?
Inspect all hoses and connectors.
The inline connectors have rubber in them and since Ethanol was
introduced? it eats some seals and delaminates the rubber in some hoses???
The squeezie has a valve in it, it can also go bad and shut the fuel down.
Even new bulbs can be bad right out of the box.

Clean the carb, make sure the floats not sticking.
Rebuild the fuel pump.

Install a clear filter between the pump and the carb. Fram G-2/G-3/G-12
