If the shift shaft and drive shaft are the same on each lower then yes. Count the splines on the drive shaft and compare. Same with length measurements.
If it's a 78, then it looks like it should fit. Both engines use the same shifter mechanism under the lower carb. You would want to make sure you get the shift rod set to the correct height. Make sure it is the same height as the (original) one you are replacing.
