my 1st thought is if you are going to take it apart anyhow... clean it up very well and lightly lubricate the parts that need lubricating or look like they do with appropriate lube. It is absolutely amazing to me how often this simple step in fixing things is overlooked. It won;t cost you anything but the time to do it.
Then if that fails to make the difference, you will have had the time to have the suspected parts in your hand, you may be able to find replacements at a well stocked hardware store, small engine repair shop, or gun store... all three use wavy washers in some format. when you dissassemble the pull start i would recommend that you take measurements of the shafts that the washers go around, the washers inside and outside diameters and the thickness of the washers. that way should the cleanup fail you can purchase the parts needed prior to disassembly should you wish (or take them with you to match up nicely)
Thats my take on it.... course i haven't had to repair the pull start on my 76 200, and my 78 200 is electric start... my response is simply the direction I would go with it.
