1978 omc 140 timing not advancing only retarding

Hey everyone I have a 1978 omc I/o 140 with electronic ignition conversion I recently picked up got it running smooth and went to set the timing to book specs and noticed the timing does not advance when reeved in fact it retards for example it'll be set around 20 degrees idling and when revved it will move down to 0 I've asked many people removed the electronic ignition and went back to the points and same thing. Everything is wired correctly but my question is does anyone know anything about this issue or could anyone give me a place to start?

Are the weights in the distributor base moving freely? Are the springs on these weights working?

Yes sir they are moving freely and springs are good even tried replacing them as well although fired it up without the spring attached at all (before I went and bought new ones) and the timing stayed put when revved it didn't advance nor retard which lead to the purchase of new springs but alas same result
