1979 25HP Johnson Seahorse - bogging down at high throttle

I have a 1979 Johnson Seahorse 25HP (25EL79R) that bogs down once I increase the throttle. I have a new fuel pump (clean filter), just installed a new carb kit, has new spark plugs, new starter, new solenoid. I took it out after cleaning the carb and putting in a new jet. She fires up fine and runs smoothly up to about half throttle. When I accelerate past half throttle she starts to accelerate and almost immediately bogs down, drops in speed, and almost dies unless I throttle back down. Am I getting too much fuel in my mix? If so, how do I go about fixing this issue?

Check the flywheel key ?----Test run with another hose and tank.

I just realized that when I took apart my carb that it didn't have the thin needle looking piece that runs up the middle shaft inside the assembly. what is this piece?

Look up your carb in a parts break down and leave a part # of this thin needle piece.
