1979 35hp missing lockout levers

I just bought a 35RL79A. While comparing to parts diagram I noticed the bottom of the shift lock was broken off and the lockout levers were removed. What do the lockout levers do, and should I replace them?

Are you talking about the locks that keep the motor from tilting? If so you have to have some way to lock the motor down while going in reverse or it will try to jump out of the water.

I have a gut feeling you are speaking of the starter lockout that keeps you from starting it in gear...a safety requirement.

It's hard to tell from the exploded parts view but I believe they are related to the rev/shift lockout. If they are part of the linkage, I'm wondering what else they controll?
