1979 Chrysler 115 Tilt and Trim will not go down

I could definitely use some help. I'm new to working on outboards and a DIY kind of guy. I have a 1979 Chrysler 115hp. I installed a new TNT pump and motor. The original was broken off at the mounting brackets. The lines were open and just hanging there(no idea for how long bought it that way). I filled with fluid manually went down and up a few times and topped off again. The motor will lift up but when I try to go down it barely moves and just sits there. When letting off it kicks back up the little 1/2 it dropped like it was under a lot of pressure. I searched all over and there is no manual release valve so I loosened the line at the pump and let the motor come back down. I topped it back off with fluid and the whole process repeated itself. I decided to crack open the line at the top of the cylinder and made sure fluid was being pushed through and sure enough it was. I'm thinking there still might be water in the system so I'm going to flush a few more times. I could be way off but it seems like the pump isn't allowing the fluid to be pushed back through the UP valve. I flushed it a few times and made sure it wasn't over filled. I was told to check the shuttle valve. I've found the shuttle valve and cant seem to remove. Below you can copy and paste to google and it will show the setup

Here's a diagram of the Chrysler tilt and trim. Possible it's a bad relay or the relay is not getting power.

Yes sir the lines are correct

There are no relays for this system.

What maintains the pressure in the cylinder to hold the motor up? I'm think something is sticking not allowing the fluid to push back through the pump its self.

The seals in the lower part of the pump if bad they allow the motor to drift slowly down.
There could be something in the lines?

Top three questions in this forum, one has instructions for testing the trim @ tilt.

The pumps for sale these days are Chinese CRAP you might have a bad one??

I cracked the line loose at the cylinder and when tilting down fluid is coming out so the line is clear. I'm going to send that pump back and get another. I'll let yall know if that was the problem

I wouldn't suspect the pump to be faulty. Instead it will have to be the valve body. I'm not really sure which T&T you have. Does it look like this.

Isn't the pump and valve body the same thing?
He has a old motor and he's put a newer past 86 style on.
They changed the motor and housing in 87
But the pump/valve was the same.

Jerry is right both pump and valves are integrated in the VB. Anyways, since you get pressure on the top line of the tilt cylinder when lowering, it indicates the pump is working correctly, i.e. the motor reverses rotation to reverse the oil flow. But for some reasons, the hydraulic tilt cylinder will not come down.

And the only thing that could be wrong is either the lines are not correctly oriented or the valve, i.e. shuttle valve or spool valve, is not opening as required. If you can post a pic on the type of T&T you have it'll give info on how to remove the shuttle valve or spool valves. But if this is a new unit, then you're probably better off returning it for a replacement.
