1979 Evin 35HP Not Cooling/Smoke?

Over weekened I started up my 35hp on trailer using muffs with water.

Issues
1. I did not see any water coming back out through the propeller area like it was circulating. I thought the water would get sucked in from the muffs at the bottom of the unit over the intake area. I am worried I might not be cooling the unit at all. How do I know the proper cooling is taking place?

2. I have lots of smoke when starting, it is white. And then when accelerating a lot of smoke as well. Wondering if it is due to stabilizer I put in or I have too much oil mixed in with gas.

check your compression, white smoke usually means water intrusion. if a head gasket is blown, it can the compression can force water back down the water tube and not allow it to get to the head, also could have bad impeller,
