1979 Evinrude 115hp not above 2000RPM

OK. I've just rebuilt a 1979 115hp Evinrude and it won't go above 2000 RPM. I move the throttle to a certiain position and if i push it any further the engine has no response. I have the carbs and ignition synced and the throttles set up correctly, but i can't check the timing. It idles great. But not enough speed. :confused: Any suggestions would be great. Keith...take a look at the throttle plates when the throttle is pushed all the way forward. The should be flat across the throat of the carb. Did you rebuild the carbs as part of the rebuild?

Well, i didn't rebuild them because they were rebuilt about 1 year earlier by the person i bought it from. I took them apart, however, just to be sure everything was clean and in working order. I don't have the tool to take out the orifices but i can look through the high speed ones clear. I can't look through the slow speed. Yeah, the throttle plates lay straight open. The roll pin is against its stop. I have a 77 115hp and i might just switch the carbs to see how that works out, just to pin-point the problem whether it be fuel or ignition. Thanks
