1979 Evinrude 25 hp hard crank

my neighbor just picked up a pontoon that's been sitting for 12+ years. Rodents made a nest on top of the engine. After replacing some wires we have the engine cranking over and have good spark. Now when we put the plugs in the engine barley turns over. Should/does this engine have compression release? If so how do I check them?

And I forgot to ad that we tried two known good batteries with the same results.

no compression release..at the beginning of the forum click on Top Secret Files and read "It's been sitting for 2 years, what to do"...note one of the first things suggested is to buy a proper workshop manual...that's the Evinrude/Johnson Factory Manual specific to your year model..there should be a tag on the engine or mounting brackets with your model no. from which you can determne the year..ebay or ken cook co. is a place to find factory manuals...as to the starter specifically...clean all wire connections to a bright finish and lightly oil the shaft the bendix gear rides on..you can also use jumper cables directly to the starter terminals to check the starter itself for operation
