1979 mercury 50hp trigger throttle issues

First question. Is the trigger (spark advance/timing advance)suppose to move as I throttle up?because mine does not move . It stays in one spot ,reassembled flywheel,trigger,etc..and can't remember if it suppose to move,or maybe I miss aligned it when I put it back in
