1980 35hp Johnson

I replaced the water pump, and thermostat and the motor is not peeing? Any ideas on what to do next? I ran the motor for about 1 min to see if the thermostat needed to open but no pee.

Possible that tell tale is plugged.----Or a common mistake is not enough water in a test bucket.----Water must be 6" above the impeller.
