Just in case someone else has this issue.. Not normal. There is a spring on the shaft that goes through the starter gear. That spring has collapsed. I stretched it back out but it compacted again. So I took the keeper off the top of the shaft and removed the spring. I replaced it with a like spring and all is well now. No more starter gear movement while engine is running.
