The above mentioned motor has a broken part. It is a little plastic piece with a roller on it. A flathead screw runs through the plastic just below the roller and screws into the carb. The roller rest against a part of the throttle underneath the flywheel. As you throttle the part under the carb rotates pushing the roller and mystery part forward opening the second butterfly valve on the carb.
