1980 Johnson 60 way too fast idle

I just bought a boat and it has a j60elcsr that has some issues. the PO said that it was out of water for 4 years. cleaned and lubed it and it starts fine, but it idles like a scared rabbit. i cleaned the carbs, no luck, rebuilt and soaked the carbs and seafoamed it and the problem is still there. for the life of me, i cant find any adjustments for the idle speed on the carb! it sounds lean, but im baffled.

1. Get a Service Manual (OEM preferred.)

2. Do the Linkage and Synchronization procedure by the book.

Thanks! Started the link n sync and the first step was to loosen the roller cam, and soon as i loosened the screw, both of the throttle arms shifted up about 1/8"! The whole time it was idling about 1/4 throttle without the timing being advanced. now it purrs like kitten and drops into gear smoothly with no chug or any problems.
