1980 Merc 115 hp carb issue

I bought and installed three carb kits on my outboard. It was hard to get it started the first time but now it starts like it always has. Lately the squeeze bulb doesn't stay hard and my out board doesn't want to idle very well. I took off the motor cover and the bottom carb, gas shoots out of the small tube that goes to what looks like a carb jet. Once the motor starts, gas dribbles out the bottom carb in the same spot and sounds like it is running on 4 to 5 cyclinders. I believe there maybe debris in the bottom carb needle and seat and the will not allow the upper two carb bowls and floats to fill to the propper level, right?

So I need to remove the needle and seat of the bottom carb and check it, is there anything else I should look at or check out?

The fuel lines being bad and possible the fuel diaphrams being messed up.

The fuel lines are the new clear type and my carbs do not have diaphrams in them, I should have added I replaced the old fuel lines.

I mean fuel pump diaphram, it will make sure there is fuel going to the carbs to keep them full based on the needle and seat relationship.
