1980 Seahorse 75 HP. Idle ramps up after start-up

After the engine is started, the rpms continue to rise from 2500 all the way up to 5000. Is this normal? That's not even starting from the start point on the controller. What should I be looking for? I am hoping it is something simple that I'm overlooking, but I am unsure on how to adjust the throttle cable.

If you are staring at the back of the motor everything is on the right side of the block. You need to do a link and sync.

Maybe a throttle cable is slipping -- loose set screw, if you have set screws. Or maybe the throttle cable isn't anchored. Might be a matter of proper assembly, rather than adjustment.

Quick update, discovered that the control cables are both not in very good shape. should be installing the new ones once they get here tommorow

check your timer base is going back against the stop.
These can do that if theres a leaky crankshaft seal
