1980s 30hp Suzuki Starting problems

Hey guys, I have a 1980s i believe DT-30 Suzuki that is no longer starting. When I put it away last year it ran fine but i go to start it up this year and it just cranks. I checked the spark and it doesn't appear to be getting spark on either plug even with new plugs? I also saw that the timing arm was disconnected and it is stiff is there a sensor in it that keeps it from getting spark to the plugs? Is there a way to check and see if a coil is bad? Any help is much appreciated! Thanks

I also noticed that one blue wire was disconnected but there is no other wire around to connect it to. I will post a picture
