1981 25hp Mercury, water pump troubles

I removed the 4 bolts to the lower. I can't get it to drop more than an inch or so. What do I need to do?

If you give me the serial number I can take a look on the comp. Over the years Mercury has made a few changes to the shift linkages. This might be what is holding you and the gearcase up.<br /><br />TMD
