1982 7.5 hp mercury need prop

I have a mercury 7.5 hp on a mid 70's Lund 14.5 ft long boat and at wide open motor won't plan boat out. What prop should I use? It don't sound like it is going wide open.

I have a 8 3/4 x 7 pitch prop and still won't plain the boat out. Any suggestions?
