1982 7.5 mercury still won't idle

Okay guys and girls (whoever can help). I have a 1982 merc 7.5 will run wide open but will not idle. I've change the throttle cables cause they were damaged. I put in a carb and fuel pump kit. I removed and clean any and all jets I could find. Someone said the jets may need to set and I have no clue how to. Someone said float. I removed cup and turned carb up side down and the float goes all the way down (bottoms out) someone please tell me if thats what it should do. I'm taking any and all advise. I just bought this motor and really don't want to spend any more money on it till I know it'll run. I also changed the plugs and water pump
