1982 90hp evinrude problems

First problem engine doesn't shut off when key is turned off and it has new ignition switch. What wire could be loose?

Second problem water is leaking out at top of lower unit. What seal is the problem?

Perhaps the new switch is not connected/wired correctly, or is wrong switch.
Where on the top of the lower unit?

Pretty much all around. Really spraying out at point near boat. Tried uploading picture but file size to big

Water will spray out the front of the lower unit when running on a hose.-----All normal.

I tested resistance between ground and black and yellow wire starting at switch and working way back toward difference connections on motor. Found a not so good connection on a black and yellow wire on harness between power packs. While testing I found an orange wire to ignition coil loose also. Corrected both and engine turns off with key like suppose to.
